District now processes operating licence and approval
Transporters, flatbed trucks, agricultural machinery, motorbikes and the like: structural or technical modifications to vehicles previously had to be authorised by the bundling authority in Fulda. Only then could the vehicles be re-registered with the district of Waldeck-Frankenberg. From now on, the district administration offers both: Authorisation and registration.
Authority changes, procedure and processing time remain the same
In future, owners will no longer have to contact two authorities, but only one - the district of Waldeck-Frankenberg. However, the authorisation and licensing procedure remains completely the same and takes the same amount of time. Even if everything is now processed centrally by the district of Waldeck-Frankenberg. "The reason for this is that we - like Fulda before us - have to issue the operating licence," explains Petra Gerhold, Head of the Traffic Department.
Whether it's the installation of shelving systems for tradespeople in a Sprinter, the installation of a crane on a lorry or classic car tuning: modifications to vehicles can lead to the operating licence expiring. A new operating licence must then be issued for the vehicle "Depending on what has been done to the vehicle, this can take some time."
3 steps to get the vehicle on the road
In short: the district has always done the authorisation. Due to the dissolution of the bundling authority in Fulda, the previously required authorisation procedure is now added. For owners who require a new operating licence and registration due to a conversion or bodywork on the vehicle, three steps are necessary to get the vehicle on the road:
1. application for a new operating licence
Applications for a new operating licence can be submitted to the district by e-mail to
genehmigung.kfz@lkwafkb.de or by post to Landkreis Waldeck-Frankenberg,
Fachdienst Verkehr, Südring 2, 34497 Korbach. Further information is also available online at www.landkreis-waldeck-frankenberg.de. Simply enter the keyword "operating licence" in the search function and select the filter "services".
2. checking the application documents and issuing the operating licence
The district's traffic department then checks the application, issues the operating licence and calls the applicant to arrange an appointment for approval.
3. registration
Although vehicle registration is generally also possible online, a visit should take place on site, as the procedure for new registrations of modified vehicles is more complex than normal car registrations. Appointments at the registration centres can be arranged online at www.landkreis-waldeck-frankenberg.de/verkehr.
Transfer of tasks at short notice
The bundling of tasks at the district is intended to reduce bureaucracy and improve citizen service. "Less bureaucracy and better and faster processes are right and important. This is a high priority for us," says District Administrator Jürgen van der Horst. "However, we would have liked better and faster communication from the state. The tasks were assigned to us as a district at very short notice - without us having the chance to increase our personnel resources, train our employees, adapt the organisation or provide the technical equipment."
Fewer appointments, longer processing times
Unfortunately, this is now leading to fewer appointments and significantly longer processing times at the registration office in Korbach in the short term - for all processes. "To compensate for this, we are now working hard to establish the necessary structures - by reorganising the work and recruiting more staff," explains the district administrator.
For regular matters, customers are advised to make greater use of the registration offices in Frankenberg, Bad Arolsen, Bad Wildungen and Battenberg - as well as the district's online services: many matters can already be dealt with online, with just a few clicks and without having to visit the authorities. Further information is available at www.landkreis-waldeck-frankenberg.de/onlineantrag.
