The duties of the chairman of the district council are derived from the provisions of municipal law, above all from the Hessian District Code (HKO). Accordingly, he must set the agenda, the meeting time and place for the plenary sessions in close consultation with the district committee and the council of elders and invite the members of the district council to the meetings, observing the statutory time limits and formal requirements. He/she shall be responsible for the fair and impartial chairing of meetings in accordance with the rules laid down in the Rules of Procedure for the County Council. This includes, among other things, the obligation to open and close the meetings, to call the items for discussion, to chair the debates, to vote on submissions of the county committee and motions, and to hold elections.

The chairman of the district council shall preserve the dignity of the district council and ensure the undisturbed course of the meeting. Only those may speak in the district council who have been given the floor by him. He shall determine the order of speakers and maintain order - if necessary by calling the meeting to order, withdrawing the floor or interrupting the meeting. While its power of order refers primarily to members of the district council, the house right extends to all persons present during the meeting. The district council is represented by it in proceedings brought by or against it.
