Chairman of the District Council

The tasks of the chairman of the district council result from the provisions of municipal law, above all from the Hessian District Code (HKO). Accordingly, he has to set the agenda, the meeting time and place for the plenary sessions in close consultation with the district committee and the council of elders, and he invites the members of the district council to the sessions, observing the statutory time limits and formal requirements. He/she is responsible for the fair and impartial chairing of meetings in accordance with the rules laid down in the Rules of Procedure for the County Council. This includes, among other things, the obligation to open and close the meetings, to call the items for discussion, to chair the debates, to vote on submissions by the county committee and motions, and to hold elections.

The chairperson of the district council shall preserve the dignity of the district council and ensure the undisturbed course of the meeting. Only those may speak in the district assembly who have been given the floor by him. He determines the order of speakers and maintains order - if necessary by calling the meeting to order, withdrawing the floor or interrupting the meeting. While their power to maintain order applies primarily to members of the district council, the right of the house extends to all persons present during the meeting. It represents the district council in proceedings brought by or against it.
