Frequently asked questions:

  • When is a power of attorney required?

    • The power of attorney is required if the future owner of the vehicle is unable to attend in person. In this case, the future owner must authorise a person to register the vehicle in their name. The relevant form can be downloaded from our website. If the vehicle is to be transferred to another owner, no authorisation from the current owner is required.
  • When is a SEPA Direct Debit Mandate required?

    • SEPA direct debit mandate: The SEPA direct debit mandate is used for the collection of vehicle tax by the responsible main customs office and is required for every registration (transfer, new registration, import vehicle, export licence plate). The corresponding form can be downloaded from our website .
  • When is a registration certificate required?

    If an identity document without an address is presented, a registration certificate (not older than 6 months) is required. For example, in the case of a passport or foreign passports without an address entry. A registration certificate is NOT required for a German identity card. Please note the validity of the documents.

  • Can I reserve licence plate extensions (E, H, seasonal periods)?

    Licence plate suffixes such as E for electric vehicles, H for historic vehicles or a seasonal period are official additions that appear after the identification number of a licence plate. These additions cannot be reserved individually; they can only be issued if the legal requirements are met. Therefore, only the letters and number block of the desired licence plate can be reserved; the additions are added on application during the registration process.

    Note: A licence plate may contain a maximum of eight characters, including the suffix.

    E as a licence plate suffix (legal basis § 9 FZV, § 2,3,5 EmoG)
    An E licence plate can be issued on application if the vehicle meets the legal requirements of the Electric Mobility Act. Vehicles that qualify as electrically powered vehicles under Section 2 EmoG are eligible. The decisive factor is that the vehicle fulfils the technical requirements in accordance with § 3 in conjunction with § 5 EmoG. This is the case if it emits a maximum of 50 g of Co₂ per kilometre or has a minimum electric range of 40 kilometres.

    For vehicles registered for the first time up to 31 December 2017, a transitional regulation applies in accordance with Section 5 EmoG. A minimum electric range of 30 kilometres is sufficient.

    H as a licence plate suffix (legal basis § 10 FZV in conjunction with § 23 StVZO)
    An H licence plate can be issued on application if the vehicle is recognised as a historic motor vehicle. The prerequisite for this is a vintage vehicle certificate in accordance with § 23 StVZO, which confirms that the vehicle is at least 30 years old and worthy of preservation. The licence plate suffix H can only be issued once the certificate from an officially recognised expert or test engineer is available.

    Seasonal period as a licence plate suffix (legal basis § 10 FZV)
    A seasonal licence plate can be issued on application if the vehicle is used within a specified operating period. This period is entered as a licence plate suffix after the licence plate. A new electronic insurance confirmation for retrieval (eVB), which must be issued for the desired seasonal period, is mandatory for the allocation.

    The seasonal period cannot be reserved, but is only determined when the vehicle documents are registered or changed. Here, too, the seasonal period specified on the licence plate counts towards the total number of characters on the licence plate of a maximum of eight characters.

  • When do I need a fine dust sticker and where do I affix it?

    The green fine dust sticker serves as proof that a vehicle fulfils the requirements for entering environmental zones. A green emissions sticker is required if a vehicle is travelling in an environmental zone in which only vehicles with a green sticker are permitted to enter.

    Whether a vehicle fulfils the requirements depends on the emissions class entered in the registration certificate part I (vehicle registration document).

    The fine dust sticker must be affixed to the windscreen so that it is clearly visible from the inside. This can be issued by the registration office, a recognised testing organisation or in an authorised vehicle workshop (legal basis § 40 BImSchG in conjunction with 35. BImSchV).

    Note: The fine dust sticker is licence plate related. It loses its validity when the licence plate number is changed and must be reissued.

  • What should I do if I have lost my vehicle documents?

    Vehicle licence:

    If you have lost your registration certificate Part I (vehicle registration document) or it has been stolen, this must be reported immediately to the licence plate authority and a replacement must be applied for. A declaration in lieu of an oath must be made about the loss.

    The vehicle licence is reissued if the registered vehicle still has a valid main inspection (HU). If the main inspection has expired, a certificate of completion of the main inspection will be issued. A new vehicle licence can be issued once the new general inspection has been carried out.

    If the registration certificate part I (vehicle registration document) is stolen, a report must be made to the police. The certificate of report must be presented to the licensing authority as part of the application.

    Required documents:

    • Identity document
    • HU certificate - if available
    • In case of theft: report to the police
    • If the vehicle documents were issued before 2005, the vehicle registration document must be presented, as this will be exchanged.


    Vehicle registration document:

    If your registration certificate part II (vehicle registration document) has been lost, the vehicle owner must appear in person, as an affidavit must be taken and a summons will then be issued.

    In the case of deceased persons, proof of inheritance must be provided as well as a declaration of consent from the other heirs that the person making the application is authorised to initiate the application and to make an affidavit.

    If you have purchased the vehicle and have lost the vehicle registration document after handing over the vehicle documents, please submit a purchase contract. This must show that the seller has handed over the vehicle documents to you. In this case, an affidavit must also be submitted.

    Required documents:

    • Identity document
    • Registration certificate Part I (vehicle registration document)
    • For heirs: certificate of inheritance and declaration of consent from other heirs
    • In the event of loss after purchase: purchase contract
    • In case of theft: report to the police

    The notice is published in the Federal Transport Gazette, so there may be a waiting period of approx. 3 - 6 weeks. Once approval has been granted, a letter will be sent to the applicant. When this letter is presented, the new registration certificate part II (vehicle registration document) can be issued.

  • How is a vehicle registered to a minor?

    Minors can apply for vehicle registration if their legal representatives give their consent (Sections 106 and 107 of the German Civil Code (Bürgerliches Gesetzbuch - BGB)). For this purpose, written consent must be given to the vehicle registration authority.

    The legal representatives of the minor are usually the parents (§ 1626 BGB), or a parent or guardian (§ 1793 BGB). In addition to the declaration of consent, a declaration is required from the legal representative(s) stating that they assume personal liability for any consequences arising from the registration of the vehicle. A vehicle may only be registered to minors without a disability if the minor has a corresponding driving licence for this vehicle.

    What documents are required?
    When registering the vehicle, you must submit the following documents in addition to the documents otherwise required for vehicle registration:

    • Declaration of consent from both parents/the minor
    • Personal interview and original identification documents of the parents/parent/legal guardian and the minor
    • For underage driving licence holders: "Accompanied driving from 17" driving licence or test certificate
    • For severely disabled minors: severely disabled person's identity card
    • For single custodians: proof of custody

  • Can I deregister my vehicle online?

    The prerequisite for this are the new stamp stickers and registration certificates Part I issued from 1 January 2015 onwards when a vehicle is registered, each with a concealed security code. Identification on the Internet is carried out using the ID card with the online ID function switched on or the electronic residence permit and corresponding card reader or the "AusweisApp2".

  • How can I register my vehicle online?

    The prerequisite for this is a vehicle registered after 01/01/2015. The applicant is a natural person and has an account for the collection of vehicle tax.     The prerequisite for this is a vehicle registered after 01/01/2015 and currently decommissioned. The applicant is a natural person and has an account for the collection of vehicle tax. The applicant has an identity card with online function or electronic residence permit (eAT) with activated online ID function (eID) and has the registration certificate Part I (vehicle registration document) with security code released when the vehicle is taken out of service and the registration certificate Part II (vehicle registration document) with released security code (only in the event of a change of keeper). A valid general inspection and an electronic insurance confirmation are also required.

  • How can I register a brand new vehicle online?

    The prerequisite for this is a brand-new vehicle that is being registered for the first time. The applicant is a natural person and has an account for the collection of vehicle tax.   • How can I apply for a change of address on the vehicle registration document online?

    A change of address is only possible within the current registration district. The prerequisite for this is registration of the new address with the relevant residents' registration office. The applicant is a natural person and at the same time the current owner of the vehicle. The applicant has an identity card with online function or electronic residence permit (eAT) with activated online ID function (eID) and has the registration certificate part II (vehicle registration document) with security code.
