Unique nationwide: Apply for a taxi concession digitally

Companies in Waldeck-Frankenberg can now also apply online for permits to operate taxi or rental car services. As part of the nationwide rollout, the district administration is the only district in Germany so far to offer the service fully digitised ("end-to-end") as of now, in addition to the classic application on site and by post, also digitally.

Both the initial application for a concession and the subsequent applications that companies submit to the transport authority at regular intervals in accordance with the Passenger Transport Act can be completed quickly and easily online at the district with just a few clicks. "With the provision of this digital application process, we are taking a further step in terms of digitalisation and are thus continuing to drive forward the implementation of the Online Access Act in Waldeck-Frankenberg," explains Jürgen van der Horst, District Administrator of the Waldeck-Frankenberg district. "So far, more than one hundred individual services can also be applied for online." This should be possible for all applications as soon as possible - as a convenient and modern supplement to the classic application by paper form.

Jens Deutschendorf, State Secretary in the Hessian Ministry of Economic Affairs, Energy, Transport and Housing, says: "We are working flat out on the digitalisation of administrative services. Our goal is for the new applications to bring real added value for citizens, as has already been achieved with the digital driving licence application. Citizens should only need half as much time on average for their requests as before."

Application with just a few clicks
How exactly does the online application work? Taxi entrepreneurs in Waldeck-Frankenberg or those who would like to become one can simply enter the keyword "taxi" or "rental car" in the large search field on the district's website at www.landkreis-waldeck-frankenberg.de, click on the tab "Online procedure" in the search results and select the online application "Apply for taxi and rental car permits online". In the online service, they are then guided step by step through the application process, can enter the necessary information, upload the required documents and then send the application online. If necessary, the application can of course be saved temporarily and continued later. Afterwards, they will receive an e-mail with a summary of the submitted data.

Authorities work closely together
The online process was developed by the Hessian Ministry of Economic Affairs, Energy, Transport and Housing together with the municipal area computer centre ekom21 as part of the nationwide implementation of the Online Access Act (OZG) and is made available for use free of charge to all Hessian districts and municipalities through the "Strong Homeland" funding programme. As a so-called "one-for-all" (EfA) service, a nationwide standardised subsequent use is possible. The first federal states are already about to launch the online solutions. Advantages of the online application are authentication through the ELSTER business account, the digital payment function and the possibility to upload all required documents and evidence in the application section. The district of Waldeck-Frankenberg was the first municipal authority nationwide to implement the EfA process in its online services. In the process management and in the specialist department of the transport service with Frank Meiser and Anita Möller, it was further developed and adapted to the wishes and needs of the customers in Waldeck-Frankenberg.

"When developing processes or integrating existing ones, we work closely with the state of Hesse and other authorities," reports Oliver Merhof, process manager at the district. "In the spirit of the "one for all" idea, processes are developed nationwide based on a division of labour. Not everyone has to keep reinventing the wheel," emphasises Waldeck-Frankenberg's project manager for digitalisation, Nastasia Sluzalek. "All authorities can learn from each other and benefit from the overall results.
