Anyone wishing to organise a public assembly in the open air or a parade must generally give notice of this at least 48 hours before it is announced (= invitation of participants or media appeal for participation).

The notification is not bound to any form, but must contain the following information in particular:
- Name, date of birth and address of the person making the notification (private individual or organisation),
- Name, date of birth and address of the person chairing the meeting,
- Description of the planned course of the meeting according to place, time and topic,
- the intended route for lifts,
- Number of stewards, if any are deployed.
You will be notified as soon as possible that your advert has been received and further coordination will be initiated.
The assembly authority processes your notification and forwards it to the security authorities to be involved (usually the police and local regulatory authority and possibly other authorities depending on the circumstances of the assembly) for their opinion. These authorities will provide feedback on possible dangers to public safety or order, which make restrictive orders or a ban appear necessary. The final review is carried out by the assembly authority.
If required by the nature and scope of the assembly, a cooperation meeting will be held between the assembly authorities, the police and the organisers. In this case, an appropriate date would be agreed with you. The purpose of the meeting is to get to know each other, to exchange information about the planned assembly and to work together to find ways of resolving conflicts if a dangerous situation is recognised.
You will then receive a written confirmation of notification or - if necessary - a notice with restrictive orders or a ban. No fees will be charged.
If there are any significant changes to the programme or in connection with the assembly, you must inform the assembly authority or the police as soon as possible.
Who do I need to contact?
The general public order authority of the municipality responsible for the place of assembly, in the case of municipalities with less than 7,500 inhabitants the district public order authority.
