    The benefits are intended to ensure the basic needs of daily life, such as food, adequate accommodation, necessities of daily life, heating and household energy. With the exception of accommodation and heating costs, these needs are covered by the standard rates. These also include portions for household goods and clothing.

    Individual aid going beyond this is only eligible to a limited extent.

    In order to determine the needs of a person entitled to benefits, the so-called standard rates must first be used as a basis. In the course of the reform of the social assistance law, these were increased and now also cover all individual needs which in the past were covered by allowances within the framework of assistance for living.
    The (reasonable) accommodation and heating costs as well as possible additional needs due to the lack of a social worker are added to this standard need.

    Furthermore, health and long-term care insurance contributions as well as pension benefits for old age may be taken into account.
     

    Scope of assistance for subsistence

    The amount of the benefit depends on the level of need; the competent authority must take into account the applicant's own income and assets when calculating the benefit.

    Relatives will only be taken into account for any maintenance obligations in the case of assistance for living costs if their annual income exceeds 100,000.00 Euros. This does not apply to maintenance obligations towards spouses (including former spouses) and civil partners from registered civil partnerships or towards minor children.

  • Requirements

    In order to receive assistance for subsistence, you as the person concerned or his or her legal representative must submit a written application.

    You can obtain the application forms from the competent office; forms and information sheets are also available on the Internet, depending on what the authority offers.
    You submit the completed application to the competent office together with the required evidence.
    You will receive written notification as to whether and to what extent the application has been approved.

  • Which documents are required?

    • Evidence of expenses: Rental contract or house encumbrances (in each case with year of construction and size of the dwelling), receipts for gas/water/electricity bills, insurance policies (policies and premium invoices), e.g. household contents, liability, life, death insurance, possibly premium invoices for voluntary health and long-term care insurance, etc.
    • Income documents, e.g. pension statement, unemployment benefit II statement, housing benefit statement, pay slip, etc.
    • Evidence of assets: bank statements of the last 3 months, savings books, fixed deposit accounts, securities accounts, land register extract etc.

  • What else should I know?

    Assistance for subsistence is available to needy persons who are not entitled to basic security in old age and in case of reduced earning capacity, unemployment benefit II and social benefit (residual capacity with regard to earning capacity less than 3 hours per day, but not permanently).
