The aim of monument protection is to preserve the original building fabric and the historical appearance of cultural monuments as far as possible. For building measures on cultural monuments, you therefore require a permit under monument law.*
In addition to individual buildings, entire structures whose appearance is of particular public interest are also protected. This applies above all to streetscapes, squares and townscapes.
If you intend to make changes to the protected image of a whole building, you need the permission of the lower monument protection authority.

- that the monument continues to be used in the same way as before, that the property is handled economically and with care, and that it is not allowed to fall into disrepair. Even in the case of preservation in the public interest, the monument should be used primarily for private purposes. Process flow
For building measures for which you need a building permit, you must submit a building application to the lower building supervisory authority. With this application, you must also submit the completed survey form for the statistics on construction activity.
The building supervisory authority involves the monument protection authority in your place as part of the approval procedure. The lower building supervisory authority is, depending on the location of the building project, the municipality/city administration or the district office.
If you do not need a building permit, you must apply in writing to the lower monument protection authority for permission under monument protection law. Depending on where the building project is located, the lower monument protection authority is the municipality/city administration or the district office.
The heritage protection authority shall consult the affected municipality before making its decision.

Approval is required for all measures that alter the appearance or substance of the monument. This applies not only to interventions that could negatively affect the monument's value, but also to construction measures that benefit the monument, because they also require a monument expert's assessment.
Examples of projects requiring approval are: Demolition and gutting, installation and extension of stairs or lifts, new plaster and repainting, repair and renewal of windows, doors, wall cladding and roofing, installation of shop windows and advertising facilities, PV and solar thermal energy, energy efficiency upgrades as well as structural interventions such as attic conversions and half-timbering repairs. New buildings in the vicinity of the monument are also subject to approval.
In the case of individual cultural monuments, the interior (floors, walls, ceilings, doors, stairs) are protected.

There are no legal deadlines within which you must apply for the permit. However, you may not start building until you have the permit. This also applies in cases where you do not need a building permit.
