Performance specification
The Driver Qualification Certificate (FQN) serves as proof of your existing professional driver qualification and, from 23 May 2021, will replace the ‘95’ code on your driving licence. However, if the code ‘95’ is already entered on your driving licence, it will remain valid until the driving licence’s expiry date. Only after that will it be necessary to obtain the Driver Qualification Certificate. The FQN is a card similar in shape and size to a driving licence and is produced by the Bundesdruckerei.
The issue, extension or renewal of the driver qualification certificate takes place exclusively as part of an application for the initial issue, extension, renewal or reissue of a Class C or Class D driving licence.
Prospective and established professional drivers who hold a Class C or Class D driving licence must provide evidence of their professional driver qualification. This generally requires an initial qualification, followed by further training every five years. The verified professional driver qualification is issued in card form as an FQN.

Special information for the Waldeck-Frankenberg districtSince May 2021, a Driver Qualification Certificate (FQN) has been issued for qualification to carry out commercial goods or passenger transport. This means that the code 95 is no longer entered on the driving licence. Driving licences on which code 95 was previously entered remain valid until their expiry date.
Applications for an FQN must be made to the driving licence authority. Please book an appointment online at https://tevis.ekom21.de/wafkb/select2?md=2 or by telephone on 05631 954 1114. Alternatively, you can submit your application digitally via the online application process. As a rule, the FQN is sent to the authority by express delivery. Alternatively, upon request, the FQN can be sent directly to your registered address by the Bundesdruckerei.
Please note: TÜV Hessen is responsible for issuing driver cards.

- or a certificate of completion of training as a professional driver, or a certificate of completion of training as a transport operations specialist, or in a state-recognised apprenticeship in which comparable skills and knowledge required for driving motor vehicles are acquired – the original

Requirements
- Your main place of residence is in the Federal Republic of Germany
- You are a professional driver or are training to become a professional driver
- You hold a driving licence in categories C1, C1E, C, CE, D1, D1E, D or DE
- You have a basic qualification or have undertaken further training

The fee is determined in accordance with the Schedule of Fees for Road Traffic Measures (GebOSt).
What deadlines do I have to observe?
You should contact your local driving licence office in good time before the expiry of key number 95 on your driving licence.
