In Hesse, the parties responsible for waste disposal are the municipalities belonging to the district, the independent cities and the rural districts. According to the Closed Substance Cycle Waste Management Act, those responsible for waste disposal are obliged to inform and advise their citizens on all questions relating to waste disposal.
