    When a driving licence is acquired for the first time, it is issued for a probationary period of two years. In the case of a transfer of a driving licence issued abroad, the time since its acquisition is counted towards the probationary period.

    If the driving licence holder commits offences against road traffic regulations within the probationary period, which are to be entered in the driving suitability register, the driving licence authority shall take the following measures - even if the probationary period has expired in the meantime:

    In the case of one serious offence or two less serious offences, participation in a postgraduation seminar is ordered. In the event of a repeat offence, the holder of the probationary driving licence will be given a written warning and advised to attend a traffic psychology consultation within two months.


    If, after the expiry of the two-month period within the probationary period, the driving licence holder commits a further serious offence or two further less serious offences, his driving licence shall be withdrawn. The same applies if he does not attend the ordered remedial seminar within the set period.

    In addition to the above-mentioned measures, the probationary period is extended by a further two years after participation in a remedial seminar has been ordered.

    Participants in remedial seminars are to be induced to develop a more risk-conscious attitude towards road traffic and to behave safely and considerately there by participating in group discussions and by taking part in a driving test. An individual seminar can only be permitted by the ordering authority in exceptional cases.

    In traffic psychological counselling, the driving licence holder is to be induced to recognise deficiencies in his attitude to road traffic and in traffic-safe behaviour and to develop the willingness to reduce these deficiencies. The counselling takes place in the form of an individual interview. It may be supplemented by a driving test if the counsellor deems this necessary. The counsellor should clarify the causes of the deficiencies and show ways to eliminate them. The result of the counselling is only intended for the person concerned and is only to be communicated to him. However, the person concerned receives a certificate of attendance for submission to the driving licence authority.

  • What deadlines do I have to observe?

    The time limit for participation in a remedial course is specified in the order issued by the authorities. If the driving licence has been withdrawn, a new licence may be issued at the earliest three months after delivery of the driving licence.

  • What else should I know?

    Anyone who consumes alcoholic beverages as a driver of a motor vehicle in road traffic during the probationary period or who starts driving while under the influence of such a beverage commits an administrative offence.
