Apply for a driving licence to carry passengers

    If you transport passengers in a taxi, a rental car, an ambulance, a passenger car in regular service or in other vehicles for payment or on business, you need a driving licence for passenger transport (FzF) in addition to the general driving licence.

    The licence to carry passengers shall be issued for a period not exceeding five years and shall be renewed on application for up to five years at a time

    A driving licence for passenger transport is not required for

    • Ambulances of the German Armed Forces, the German Federal Police, the police as well as the troops and civilian entourage of the other States Parties to the North Atlantic Treaty,
    • Ambulances of the Civil Protection if they are used for its purpose,
    • ambulances of the fire brigades and the rescue services recognised under Land law,
    • Motor vehicles, with the exception of taxis, if the driver is in possession of category D or D1.
  • What are the fees?

    The fee is based on the Fee Regulations for Road Traffic Measures (GebOSt).

    Initial issue and extension of a driving licence for the carriage of passengers Fee no.. 126.2, 145, 201 and 202.1 GebOSt (43.90 Euro)

    • Additional costs for certificate of good conduct, if applicable (13.00 euros)
    • in case of an occasion-related proficiency test, additional fees according to no. 202.1 (10.20 to 35.80 Euro)
    • If applicable, costs for the local knowledge examination Fees according to GeboSt No. 203 (20.50 to 57.30 euros)
    • Renewal of a driving licence for passenger transport Fees according to fee no. 126.2, 145, 201 and 204 (38.00 Euro)
    • If the issuance of a vehicle registration certificate is refused, the fee is based on fee no. 206 GebOSt (€33.20 to €256.00).

Who do I need to contact?

Special information for - District of Waldeck-Frankenberg

Licences for regular services and occasional services by coach and bus are issued by the regional council (Regierungspräsidium) responsible for the company's registered office (Darmstadt, Gießen or Kassel).

Permits for occasional passenger transport (taxis, rental cars) are issued by the magistrate/community council in municipalities with 7,500 or more inhabitants, and by the district committee in all other cases.
