Changes to the holder's details (personal changes), such as a change of name due to marriage or divorce and changes of address, must be notified to the registration authority without delay.
The vehicle owner is obligated to report. If he is not the owner at the same time, he is also obliged to do so.
The changes are entered both in the registration certificate - Part I (vehicle registration document) and in the registration certificate - Part II (vehicle title).
If only the address within the registration district changes, the registration certificate Part II does not have to be submitted. In these cases, either a new registration certificate Part I will be issued or a corresponding sticker will be affixed to the previous registration certificate Part I. There is no change to the registration certificate Part II.
If you have bought or leased your vehicle on credit and the lender or lessor has retained the registration certificate part II (vehicle title) as security, contact them to have them submit the document to the registration authority for amendment and proof of the right of disposal.

- For companies: additionally business registration and, if applicable, excerpt from the commercial register.
- Identity card or passport (with confirmation of registration or current certificate of registration)
- For foreign citizens: foreign passport and confirmation of registration or current certificate of registration.
If you instruct a third party, they will need a written power of attorney from you. They must also present your identification document (original) to the registration authority. He himself must be able to identify himself with his valid identity card/passport.

Before the vehicle documents can be changed to your new name or address, the change of registration must take place at the registration office responsible for you (Einwohnermeldeamt).
The registration authority automatically forwards the change notification to the competent main customs office.

In the district of Waldeck-Frankenberg, changes of address are also carried out by the city/municipal administrations of the vehicle owner's place of residence/business.
Local jurisdiction shall be determined by
- for natural persons, according to the place of residence of the vehicle owner (main residence according to the identity card),
- in the case of legal entities, according to the registered office of the main or branch office; this also applies to partnerships entered in the commercial register (e.g. OHG and KG) or to a registered merchant.
