If you want to maintain a riding or driving business, you need a permit.
Permission can be granted to an individual person (sole proprietorship) or to a corporation. In the case of a partnership, the individual personally liable partners each receive a permit.

Who do I need to contact?
Contact the competent veterinary office of the district or city in which you wish to carry out the riding or driving operation.
If you wish to carry out your activity at different establishments at the same time, a separate permit from the veterinary office responsible for the place of establishment is required for each place of establishment.
For the person who wants to carry out this activity at changing locations, the veterinary office of the place where the enterprise usually has its registered office or winter quarters or is registered as a business is responsible for issuing the permit; for enterprises without a registered office in the country, the veterinary office responsible for the place of the first activity is responsible.
