Performance specification
If your driving licence has been lost (loss or theft) or destroyed, you are obliged to report the loss immediately (i.e. without culpable delay) and have a replacement document issued. This only does not apply if you renounce your driving licence.
ResponsibilitiesThe replacement driving licence will be issued by the driving licence office responsible for your place of residence.
The driving licence authority shall, at the applicant's expense, obtain information from the ZFER and the VZR to ensure that the applicant holds the relevant driving licence. If the data of the person concerned are not yet recorded in the ZFER, the information may be obtained from the local driving licence register in accordance with § 76 No. 12 FeV.
Relocation in the meantime
If you have moved in the meantime, please clarify with the driving licence authority responsible for your current place of residence whether they should obtain the information from the authority that formerly issued the driving licence themselves or whether you should apply for the information (copy of the index card).
EU-foreign driving licence
If a person with an EU-foreign driving licence has moved his or her place of residence to the Federal Republic of Germany, the Member State of residence and thus the driving licence authority of your place of residence/residence is responsible for issuing a replacement driving licence in application of Art. 8 Para. 5 of the 2nd EU Driving Licence Directive.Before issuing the replacement driving licence, the driving licence authority responsible for your place of residence is expressly obliged to obtain information about the driving licence in question from the foreign register. This information is free of charge.
