Performance specification
The carriage of passengers by motor vehicle for reward or on business is subject to authorisation. This section deals in more detail with occasional transport by motor vehicle, which differs from regular transport by motor vehicle.
Forms of occasional transport are:
- Traffic with taxis,
- Excursions and holiday destinations by car and bus (KOM),
- Transport with rental cars and rental buses.
A permit may only be granted if the following conditions are met:
- The safety and efficiency of the operation must be guaranteed.
- The applicant or the person entrusted with the management of the business must be reliable.
- The applicant or the person entrusted with the management of the business must be professionally qualified.
- The applicant must have its registered office or place of business within the meaning of commercial law in Germany.

Extract from the commercial or cooperative register, if a corresponding entry exists - Proof of authorisation to represent
- Certificate of good conduct
- Information from the central business register for the owner and the legal representatives
- Proof of financial capacity by submitting clearance certificates from the tax office, the municipality, the social insurance agency and the employers' liability insurance association, the cut-off dates of which must not be more than 3 months ago at the time of application, as well as equity certificates, if applicable with additional certificates, the cut-off dates of which must not be more than one year ago at the time of application.

If a person is appointed to manage the business, additional documents must be submitted on behalf of that person:
- Proof of employment
- Certificate of good conduct
- Information from the Central Business Register
- Proof of professional qualification

The certificate of good conduct and the information from the commercial central register must not be older than 3 months.

What are the fees?
The fee is charged in accordance with the cost regulation for official acts in the paid or commercial passenger transport with motor vehicles (PBefGKostV). The amount depends on the administrative expense and the value of the object of the official act.
What deadlines do I have to observe?
A permit is granted for a maximum period of 5 years.

Who do I need to contact?
Licences for occasional bus services are issued by the regional council (Regierungspräsidium) responsible for the company's registered office (Darmstadt, Gießen or Kassel).
Permits for commercial occasional transport with passenger cars (with max. 9 seats incl. driver) are issued by the magistrate/community council in municipalities with 7,500 and more inhabitants, otherwise by the district committee.
