Day care facilities (Tageseinrichtungen für Kinder) are crèches for children up to the age of three, kindergartens for children from the age of three until they start school, day nurseries for children of school age and multi-age day care facilities for children, § 25 Hessisches Kinder- und Jugendhilfegesetzbuch (HKJGB).
Day care facilities are intended to promote the development of the child into an independent and socially competent personality, to support and supplement upbringing and education in the family and to help parents to better reconcile gainful employment and child rearing, § 22 Eighth Book of the Social Code (SGB VIII).
Children from the age of one are entitled to early childhood education in a day care centre or in day care, § 24 Eighth Book of the Social Code (SGB VIII).

What are the fees?
Parental contributions are set by the respective providers (municipality, churches, etc.) and can therefore vary. According to § 90 para. 3 SGB VIII, the local youth welfare office takes over the contributions in part or in full if the burden is not reasonable for the parents.
From 1 August 2018, the state of Hesse will subsidise six hours of free kindergarten attendance. If municipalities participate in this state subsidy, they are obliged to exempt all children in the municipal area who attend kindergarten or a multi-age group from the age of 3 until they start school from the cost and participation fee for six hours a day. The exemption from contributions generally applies to all daycare centres run by local authorities and independent organisations.
If the local authority introduces the extended fee exemption, parents do not have to make any arrangements in order to benefit from the fee exemption. The local authorities that make use of the state subsidy do not charge any contributions for childcare of up to six hours a day and ensure that the non-profit and other providers of daycare centres in their area also exempt parents accordingly.Legal basis
