    The plan approval is a formal administrative procedure for the binding official determination of a plan. It regulates all public-law relationships between the project sponsor and the parties affected by the plan. Without the plan approval, a large number of public law procedures would have to be carried out for larger projects, which would make efficient and consistent planning almost impossible.

    In particular, the construction, erection and modification of mountain railways, overhead power lines from 110 kV, airports and landing sites, gas supply lines over 300 mm, dyke construction and watercourse development, railway lines, federal and state roads generally require a planning approval procedure, which usually ends with the issuing of a planning approval decision.

    The agricultural department is involved in the planning approval procedure as a public agricultural body (TÖB) of the authorities responsible for the implementation of the planning approval procedure. This participation usually takes place in writing by submitting a statement.
