Apply for an exemption from the lorry driving ban during holiday periods

  • Performance specification

    In Germany, heavy goods vehicles (HGVs) with a maximum permissible mass exceeding 7.5 tonnes and HGVs with trailers are not permitted to travel on specified routes on Saturdays during the main holiday period from 1 July to 31 August each year between 7:00 and 20:00.

    The prohibition generally does not apply to

    1. combined road-rail freight transport from the consignor to the nearest suitable loading station or from the nearest suitable unloading station to the consignee,
    2. combined goods transport port-road between a loading or unloading point and a port located within a radius of no more than 150 kilometres (arrival or departure),
    3. the carriage of
      • fresh milk and fresh milk products,
      • fresh meat and fresh meat products,
      • fresh fish, live fish and fresh fish products,
      • perishable fruit and vegetables,
    4. Empty journeys that are related to journeys according to point 3,
    5. journeys with vehicles that are used in accordance with the Federal Benefits Act. The benefit notification must be carried along and handed over to the competent persons for examination upon request.
  • Process flow

    Exemptions can be granted on application in individual cases.

  • Requirements

    A special permit can only be granted in urgent cases if transport by other means of transport is not possible and an alternative route is not available. Detours must be accepted in this case.

    Economic or competitive reasons alone are no justification for an exemption.

    • Applications shall be made with a detailed justification of the exceptional situation.
    • Freight and accompanying documents
    • In the case of carriage over a distance of more than 100 kilometres by road: a certificate from the goods clearance office responsible for the place of dispatch stating that it is impossible to carry the goods by rail within the time limit.
    • Motor vehicle and trailer licence (registration certificate Part I)
    • For foreign motor vehicles in whose registration documents the permissible gross weight and engine power are not entered, a corresponding official certificate is required.

    The administrative fee is charged in accordance with the Fee Regulations for Road Traffic Measures (GebOSt).
    The amount of the fee depends on numerous different factors.

Who do I need to contact?

Exemptions are granted by the road traffic authorities (counties, independent cities, towns and municipalities with more than 50,000 inhabitants),

  • in whose district the summons is taken up, or
  • in whose district the applicant has his residence, his registered office or a branch.

If a load is taken outside the scope of the Holiday Travel Regulation, the road traffic authority in whose district the border crossing point of the scope of this Regulation is located shall be responsible.
