    The aim of village development in Hessen is to make villages in rural areas attractive and lively places to live and to mobilise local social, cultural and economic potential through independent development.

    Demographic and structural change requires a sustainable strategy on how a municipality as a whole should develop and which functions the individual town/village districts should assume in this process. The overall municipal strategy, based on an integrated municipal development concept (IKEK), must extend to all town/village districts and include statements on how local supply and infrastructure can be secured in the longer term. In this context, citizen participation as well as the development of social and cultural networks to strengthen services of general interest are independent programme objectives.

  • Process flow

    Since March 2023, applications for funding from village development funds can no longer be submitted in paper form, but exclusively via an online application portal. The corresponding online link(https://agrarportal-hessen.de/) is provided here. The funding programme is stored under the tile "Investment funding" and there under the tile "Village development" or "Village moderation" (municipalities only) . The prerequisite for submitting an online application is an initial urban planning consultation on the building project by the relevant advisory office for the respective funding priority. The contact details of the advisory office can be obtained from the municipality or the funding office in the district, village and regional development department. The following information and documents must be kept ready for processing the online application, as they will be required in the course of processing the application:


    Information for registration:

    • Personal identity (available if an application has already been submitted in the past)
    • Address
    • E-mail address
    • Bank details (IBAN, BIC, name of bank)
    • Object address, if no address is available, if applicable, cadastral data (cadastral area, cadastral parcel, district, district name).


    Documents to be uploaded

    • Identity card front and back (in case of spouses and owners' associations both identity cards)
    • Counselling protocol of the counselling office
    • Photos of the object, outside and also inside, if construction measures are to be carried out in the interior area.
    • Cost estimate by an architect according to DIN 276 or at least 2 comparative offers or evaluation of reference overviews.

    Additional documents depending on the funding object or subject of the application:

    • Confirmation of financing for investments over € 50,000 by bank statements, loan confirmations; for municipal projects by committee resolutions/extract from budget plan
    • Proof/confirmation from the monument authority if the object is a cultural monument
    • Listed building approval for the project
    • Building permit with installations
    • Proof of legal construct (e.g. association statutes, minutes of the last board elections, GbR contract)
    • Proof/notification if other public funds have already been applied for or granted
    • Use agreements, lease agreements, rental agreements
