Motor vehicle: Replace registration certificate Part I (vehicle registration document)

The registration certificate Part I has replaced the vehicle registration certificate. It is an official document to clarify the ownership of a motor vehicle and the fulfilment of the technical operating requirements. The person entered in the registration certificate is the keeper of the respective vehicle and thus not necessarily the owner or even the holder (even if this is to be assumed in most cases).
Advantages are the higher counterfeit protection, the EU-wide readability and standardisation as well as the higher information content.
There is no general obligation to exchange the old vehicle registration document for the new registration certificate part I. However, there may not be a coexistence of old and new documents for a vehicle. A new vehicle registration certificate is automatically exchanged if it has to be issued anyway, e.g. because it has been lost (regardless of whether the old vehicle registration certificate is still available). The vehicle registration certificate is destroyed and replaced by the registration certificate part I, the vehicle title is cancelled and replaced by the registration certificate part II.
Which documents are required?
- Valid identity card or passport (with current registration certificate)
- In the case of representation by written power of attorney, the valid identity card or passport of the authorised representative must also be presented.
- In the case of underage vehicle owners, the declaration of consent and the valid identification documents of the legal representatives (usually the parents).
- Old vehicle registration document and vehicle title (if available).
- If the registration certificate Part I is lost, an affidavit may also have to be submitted.
- If applicable, confirmation of the police report in the event of theft.
- Proof of a valid main inspection according to § 29 StVZO (HU inspection report)
What are the fees?
The fee is based on the Fee Regulations for Road Traffic Measures (GebOSt). It amounts to at least 20.20 euros.

What else should I know?
The transfer of old information to the new documents can sometimes cause problems. In principle, the new field 22 of the registration certificate Part I serves to take over the entries in the "Remarks" field of the previous vehicle registration certificate. If there is not enough space there, a supplementary sheet is issued, sometimes also attached.
Check the correct transfer of all information when the new papers are issued and complain about any discrepancies as soon as possible.
When the new papers are issued, have the old vehicle registration cancelled so that you have a document of the previous entries.

Local jurisdiction shall be determined by
- for natural persons, according to the place of residence of the vehicle owner (main residence according to the identity card),
- in the case of legal entities, according to the registered office of the main or branch office; this also applies to partnerships entered in the commercial register (e.g. OHG and KG) or to a registered merchant.
