Permission may only be granted for events that are organised and responsibly carried out by an organiser. The organiser must guarantee that the event is carried out in accordance with the conditions and requirements of the licensing authority.
Which documents are required?
- Written application with details of number of participants, timetable, etc.
- Written confirmation from the organiser that the organiser is aware that the event constitutes special use within the meaning of Section 8 of the Federal Trunk Roads Act and Sections 16 and 17 of the Hessian Roads Act. In particular, the declaration must confirm knowledge of the reimbursement claims under road law, according to which the licence holder must reimburse all costs incurred by the road authorities as a result of the special use.
- Route plan
- Insurance certificates
- If applicable, traffic sign plan and diversions plan if roads have to be closed
What are the fees?
The fee is based on the schedule of fees for road traffic measures; within the applicable fee number, on the size of the event. In addition to the fee for issuing the permit, separate fees may be charged for the special use of the roads.
What deadlines do I have to observe?
The application must be submitted in good time, at least 2 weeks before the start of the event, and correspondingly earlier for very large events.
Legal basis
Who do I need to contact?
The road traffic authority of the city or municipality in whose district the event takes place is responsible for issuing the permit, with the exception of cities and municipalities with less than 50,000 inhabitants. There, the district administrator is responsible as the road traffic authority if the event has an impact beyond the respective municipal area.
A permit or exemption is issued following a written application. The road traffic authority examines the application and the submitted documents and hears the bodies to be involved (police and road construction authorities, forestry and nature conservation authorities).
The permit or exemption may be combined with conditions and requirements and with orders for traffic-regulating and traffic-restricting measures. These measures shall be agreed with the organiser in advance.
