    Watercourse development is the construction, removal and substantial alteration of a watercourse or its banks. In principle, a planning approval procedure is required for the development of a watercourse.

    Water bodies shall be developed in such a way that natural retention areas are preserved, the natural runoff behaviour is not significantly altered, biotic communities typical of the natural habitat are preserved and other adverse changes in the status of the water body are avoided or, as far as possible, compensated for.

Who do I need to contact?

The competent water authority is the lower water authority, unless otherwise specified. In the districts it is located at the district committee and in the independent cities at the magistrate.
In the cases listed in the ordinance on the transfer of the authorisation to issue legal ordinances and on the competence of the water authorities (Competence Ordinance on Water Authorities - WasserZustVO), the upper water authority is responsible, which is located at the regional council.
