Apply for a settlement permit
Performance specification
Do you have a temporary residence permit? After a certain period of time has elapsed, you can obtain a settlement permit that is not restricted in terms of time and place.
With the settlement permit you may pursue gainful employment. It may only contain ancillary provisions in exceptional cases (e.g. ban on political activity) and provides special protection against deportation.
Note: Holders of a (temporary) residence permit for the purpose of studying or (vocational) training cannot obtain a settlement permit.
Process flow
You must apply for the settlement permit in writing to the foreigners authority of your main place of residence. Depending on where you live, the aliens' registration office is either the city council or the district administration office.
Since 01.09.2011 you have received the settlement permit in the form of a cheque card with additional electronic functions. You can find more information on this under "Apply for an electronic residence title (eAT)".
Requirements

- Your identity has been clarified and you fulfil the passport obligation.
Your livelihood is secured without you having recourse to public funds.
Your livelihood is considered secure if you- Income in the amount of the simple social assistance standard rate plus
- Costs for accommodation and heating and
- of any health insurance contributions.
- There are no grounds for expulsion against you.
- You have no criminal record.
- Their stay does not endanger or impair the interests of the Federal Republic of Germany.
- You have had a residence permit for 5 years.
Depending on the purpose of the stay for which you have received the residence permit, other time limits may also apply. - You have paid contributions to the statutory pension insurance or to another pension scheme with comparable benefits for 5 years.
- They may engage in gainful employment and have all the necessary permits to do so.
- They have sufficient knowledge of German and basic knowledge of the German legal and social system.
- You have sufficiently large living space for you and your family.

- Highly qualified
- Graduates of German universities
- Holders of an EU Blue Card
- former Germans
- Independent
- Family members of Germans (husband or wife, underage unmarried children)
- Persons entitled to asylum and Convention refugees
- Your identity has been clarified and you fulfil the passport obligation.
