  • Performance specification

    Plant protection products are intended to protect plant products and plants, in particular cultivated plants (such as in arable farming, viticulture or fruit growing) from harmful organisms and other adverse effects. Plant protection products should be used in such a way that the risks of harmful effects on human health and the environment are minimised.
    Plant protection products may only be used on open land if it is used for agricultural, forestry or horticultural purposes. However, they may not be applied in or directly on surface waters and coastal waters.

    Advice on plant protection must be notified if it is intended as a commercial or other economic activity.

    Please note: This notification does not replace the trade licence issued by the trade supervisory authority for the marketing of toxic and very toxic plant protection products or substances that are labelled with the hazard symbol GHS 06 (skull and crossbones) in accordance with the new Hazardous Substances Ordinance of 2010.

    The competent authority must also be informed immediately of any changes in the notified circumstances.

    Note: If you want to apply plant protection products for others or trade in plant protection products, you must also report this.

  • Process flow

    Before you start advising others on the use of plant protection products, submit the fully completed notification to the Regierungspräsidium Gießen - Dezernat Pflanzenschutzdienst - together with all required documents.

    The Regional Council checks the completeness and correctness of the notification and, if necessary, requests missing or incorrect documents.

  • Requirements

    Only persons holding a valid certificate of competence may advise others on the use of plant protection products.

    The following are considered to be certificates of competence for the provision of advice on plant protection:

    • Certificate of a passed final examination in the professions:
      • Farmer(s)
      • Forester
      • Gardener(s)
      • Winemaker(s)
    • Certificate of a completed university or technical college degree in the field of agricultural, horticultural or forestry sciences as well as viticulture.
    • Plant protection laboratory technician, agricultural technical assistant, agricultural laboratory technician, agricultural service specialist, pest controller,
      (if training started before 14 February 2012)
    • Agricultural technology specialist, certified pest controller,
      (if training began before 14 February 2012, a separate certificate from the training centre is required thereafter).
    • Certificate of a passed expert knowledge examination according to § 1 Para. 1 of the Plant Protection Expert Knowledge Ordinance at the examination board of the competent authority.
    • Recognition of qualifications from other Member States
  • Which documents are required?

    • Name and address of the holding and of the holder or manager of the holding
    • Name, address and proof of the required professional knowledge and skills (certificate of competence) of the persons advising others on the use of plant protection products.
  • What are the fees?

    A fee of 30.00 euros is charged for the issuance of a certificate of competence.

    What deadlines do I have to observe?

    • The notification of commercial advice to others on the use of plant protection products must be made before commencing the activity. The notification is free of charge.
    • The certificate of competence must also be available before taking up the activity.
    • Qualified persons are obliged to attend a further training course recognised by the competent authority within a period of three years from the first issue of a certificate of competence as proof within the meaning of §9 Paragraph 4 Sentence 1 of the Plant Protection Act.
