  • Performance specification

    The yellow gun licence allows sport shooters to purchase certain firearms and the corresponding ammunition.

    You can purchase the following firearms with a firearms licence for marksmen:

    • Single-shot long guns with smooth-bore and (or) rifled barrels
    • Repeating long guns with rifled barrels
    • Single-barrelled single-shot short firearms for cartridge ammunition
    • Multiple-shot short and long guns with percussion cap ignition (percussion weapons)

    The number of weapons to be purchased is limited to a total of 10. As a rule, you may not acquire more than 2 weapons within 6 months.

    You will receive the Yellow Weapons Possession Card upon application.
    To do so, submit the certificate issued by your shooting sports association and any other documents required to the competent authority for examination.
    The authority will check whether the requirements are met and issue you with the Yellow Weapons Possession Card. After acquiring a weapon, you must apply for its entry in the Yellow Weapons Possession Card at the competent authority within 2 weeks.

    The general requirements for the issuance of firearms permits must be met. These are:

    Minimum age
    In principle, a minimum age of 25 years applies. The following exceptions apply:

    • A minimum age of 21 years applies for the first-time issuance of a firearms permit if you can present a positive certificate of mental fitness.
    • A minimum age of 18 years applies for the issuance of a weapons permit for small-calibre weapons and shotguns.

    Reliability
    As a rule, applicants do not possess reliability under weapons law if, for example, they have been convicted of criminal offences in connection with the handling of weapons. The determination is made on the basis of information from the Federal Central Register, the Central Public Prosecutor's Register of Proceedings and by querying the Hessian State Criminal Police Office and the competent constitutional protection authority.

    Personal suitability
    Persons only have personal suitability if they are mentally and physically capable of handling weapons. This is not the case, for example, with alcohol or drug addiction. If there is any doubt about personal suitability, the authority is obliged to order the applicant to obtain a specialist medical or psychological opinion at his or her own expense.

    Expertise
    The applicant must have the required expertise. The expert knowledge is usually proven after a course at an authorised institution by passing an examination and includes technical and legal contents.

    Need
    The applicant must submit a certificate of need for the acquisition and possession of a weapon from a recognised shooting sports association. The certificate must contain at least:

    • You are a member of a shooting sports club belonging to a shooting sports association
    • You have regularly participated in shooting sports in the club for at least 12 months. Regular means:
      • once a month or
      • 18 times spread over the whole year.
    • The weapon to be acquired is approved for shooting on the basis of an approved shooting sports regulation.

    Proof of safekeeping
    Firearms must be kept in special safety containers (special safes).

    The weapons acquired do not have to be approved and required for a discipline of the association or club in which the sport shooter is organised. It should also be made possible for the sport shooter to practise the sport of shooting with his own weapon as a guest shooter. However, because of the general principle of need, it must be a weapon for sport shooting on the basis of an approved shooting sport regulation.
