Survey on disaster management and civil protection: District calls for participation

In disaster and civil protection, what counts in an emergency is who is actually available. However, many emergency service personnel are involved in several organisations at the same time or work in sectors that are particularly important for crisis management – such as critical infrastructure. This so-called ‘multiple deployment’ poses particular challenges for fire services, aid organisations and public authorities.

Survey from 2 November until the end of the year
In order to gain a realistic picture of the situation, the State of Hesse is conducting a state-wide online survey on multiple planning in civil protection and disaster management from 2 November until 31 December 2026. The district of Waldeck-Frankenberg expressly calls on all emergency services personnel to take part. All full-time and volunteer emergency services personnel involved in disaster and civil protection are invited to take part – in particular, members of the fire services, members of aid organisations involved in disaster management, and personnel from other civil protection and disaster management units. The survey is explicitly aimed not only at managers, but at all emergency service personnel – including those without a managerial role.

. The aim is to help clarify how many emergency service personnel are active across several organisations or units at the same time, and to what extent they are needed at their main place of work – particularly in critical infrastructure – in the event of an emergency. With as comprehensive an overview as possible, the state and local authorities can better adapt civil protection and disaster management structures to future challenges. The survey takes around five minutes to complete, is voluntary and anonymous.

Access is restricted to emergency services organisations
. To ensure that only those currently active in operational service take part in the survey, direct access to the online questionnaire will not be made publicly available. All interested emergency service personnel are asked to contact their line manager within their emergency services organisation. The link to the survey will then be passed on to the emergency service personnel via the unit commanders.

Share information about the survey
The Waldeck-Frankenberg district urgently requests that all senior officers in the fire services and emergency organisations actively circulate information about the online survey within their units – at staff meetings, via internal emails, on the intranet or via notices in fire stations and accommodation facilities. Only by incorporating as many perspectives as possible can we gain a realistic picture of multiple-task scheduling in disaster and civil protection.

Participation of all emergency services personnel encouraged
“Any feedback helps us to better assess and safeguard our operational readiness in disaster and civil protection in the long term – regardless of whether you are assigned to multiple roles yourself or are involved exclusively in one organisation or unit,” says District Fire Inspector Philip Windisch, head of the specialist service for emergency medical services, fire and disaster response. “By taking part, all emergency services personnel help to strengthen our planning and response capabilities in the event of major incidents and disasters in the long term.”
