    All persons who are in professional contact with children and adolescents have a right to counselling by an experienced specialist from the local public youth welfare agency when assessing a risk to the well-being of a child in an individual case.

    Counselling by an appropriately qualified specialist in assessing the risk of danger to a child or young person contributes to greater certainty of action in individual cases. Often the indications for a risk are not clear.

    The Youth Welfare Offices conclude agreements with agencies and facilities that provide child and youth welfare services, which ensure that a risk assessment is carried out and a specialist with in-depth experience is consulted when serious indications of a risk become known.

  • Process flow

    The specialist with in-depth experience who is contacted can work at the Youth Welfare Office or at another office, such as a counselling centre. If she works at the Youth Welfare Office, this does not mean that you are already informing the Youth Welfare Office about a case with your request. This is because you do not have to provide any personal data, such as the name, age or origin of the child. Counselling is initially carried out in an anonymous form.

    It is about recognising and assessing signs as well as the question of whether there could be a danger or not. The further course of action can also be part of the counselling. Only when it becomes clear that the child or adolescent concerned is in acute danger does the Youth Welfare Office need more detailed information in order to ensure the necessary protection immediately.
