Performance specification
The energy performance certificate is a document that evaluates a building in terms of energy. It gives you clues for a rough estimate of the future energy costs for a flat or a house and makes the energy requirements of houses comparable.
Energy performance certificates must be submitted for new buildings and for the sale, lease, rental or leasing of buildings.
There are 2 types of energy certificates. These differ in the calculation procedure.
- Energy demand certificate
The energy certificate is issued on the basis of the calculated energy demand of the building. This procedure is mandatory for new buildings. This demand-oriented energy certificate calculates the energy demand based on the condition of the building envelope and the building services under average user behaviour. In the simplified procedure, the data is recorded via a typology of the building form, components, year of construction, etc., the detailed procedure records in detail the building to be examined and its building services.
- Energy consumption certificate
The consumption-oriented energy certificate reflects the weather-adjusted consumption of the building over at least the period of the past 3 years. In certain cases, the result depends strongly on the user behaviour during this period. The heating and ventilation behaviour have an effect on the result.
Only qualified experts are authorised to issue energy performance certificates. The requirements for the qualification of the issuers are regulated by law. However, there is no certificate or other document entitling the holder to issue energy performance certificates. However, several website operators offer expert searches on the internet.

Special information for - District of Waldeck-FrankenbergThe Building Energy Act (GEG) has been in force since 1 November 2020. The previous Energy Conservation Act (EnEG), the previous Energy Conservation Ordinance (EnEV) and the previous Renewable Energies Heat Act (EEWärmeG) will cease to apply when the GEG comes into force.
Section 112 of the Energy Performance Certificate Act lays down transitional provisions for energy certificates. It stipulates that the provisions of the Energy Saving Ordinance shall continue to apply to energy performance certificates for sales, rentals and leases until 1 May 2021. After that date, the energy performance certificates will be issued in accordance with the GEG.
From 1 May 2021, greenhouse gas emissions will be listed in the energy certificate. "In the EnEV, this disclosure was not previously mandatory, but with the implementation of the GEG, it is now required. With the new regulation, the energy certificate will in future contain information that more clearly shows the CO₂ footprint. The emissions are calculated from the primary energy demand or consumption of the building.What else should I know?
You must present the energy certificate if you want to rent, lease or sell the building.
Owners, sellers or landlords who do not submit an energy certificate, do not submit it on time or do not submit it in full may be fined up to 15,000.00 euros.
